JOB TITLE

Building Inspector

JOB SUMMARY

The position of Building Inspector conducts inspections based on the current International Building and Mechanical Codes and the Maryland State Plumbing Code, with additional inspections involving enforcement of the Elkton Zoning Ordinance and Housing Code. The nature of the work involves local travel and clerical work including documentation and reporting. The Inspector communicates with builders, developers, public officials and general public and exercises considerable latitude for making independent judgment. *Safety Sensitive Position


ESSENTIAL FUNCTIONS

  1. Performs interval and final inspection of all new construction and renovations (commercial and residential) within the Town involving footings, rough plumbing, HVAC, rough framing, slab prep, insulation, foundation, water and sewer laterals and final inspections for code compliance.
  2. Performs inspections of existing dwelling units, rooming houses and other premises, checks for health and safety hazards, prepares and serves notices of violation. May recommend steps to be taken to correct the violation; secures warrants when necessary and appears as a witness before the Board of Housing Appeals and the Courts if needed.
  3. Conducts investigations of hosing code and zoning ordinance complaints and notifies the Code Enforcement Officer.
  4. Verifies location of structures to assure compliance with Elkton's Zoning Ordinance.
  5. Reads and interprets construction drawings and specifications, plans and notes for project(s) under inspection.
  6. Reviews building plans for code compliance.
  7. Prepares written inspection and relate reports on project assignments; submits written reports and recommendations regarding projects under investigation.
  8. Generally works 8:00 a.m. – 4:30 p.m., Monday through Friday with minimal overtime.
  9. Checks construction in the field for compliance with residential lines and grades.
  10. Responsible for maintenance of vehicle and other equipment assigned to position.
  11. Performs other duties as assigned or directed.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  1. Must have comprehensive knowledge of building construction, materials and practices.
  2. Be able to obtain a Residential Building Inspector License (B1) within six (6) to nine (9) months of date of hire.
  3. Must have ability to detect structural and other faults and recommend their correction.
  4. Must be able to prepare letters and written reports using personal computer and word processing and spreadsheet software.
  5. Must have strong communication skills, both verbal and written, and have the ability to meet and deal tactfully with the public, contractors, and their representatives, elected officials, and other staff.
  6. Ability to enforce ordinances and other regulations with firmness, tact, and impartiality.
  7. Must be able to read, interpret, and decipher codes, ordinance language, blueprints, schematics, and instructions.
  8. Must be able to perform and apply simple mathematical functions (addition, subtraction, multiplication, division) and use a calculator.


TRAINING, EDUCATION AND EXPERIENCE:

  1. High school diploma or G.E.D. with one year post-secondary education in business or related field.
  2. Minimum of five (5) years hands-on experience involving construction from grading and foundation to occupancy in residential and commercial construction using regulatory requirements, or five (5) years inspection.
  3. Any acceptable combination of experience, education, and certification.
  4. Must possess and maintain a valid class ā€œCā€ drivers' license.


New Hire Compensation Range:
$54,384/annually to $73,418/annually (Depending on experience and prior Certification)
